Sir,

Please refer to MHA UO No.l1-27012/09/2018-PF-I (CF No.3416732) dated.20.06.2019 on the subject cited above vide which directions have been issued to CAPFs regarding admissibility of Transport Allowance to the recruits. The operanve part of MHA's UO note is as under

"The matter has been examined in consultation wlth IFD, and it is clarified that Government servants, including Recruits, are eligible for transport Allowance, subject to the conditions mentioned in para.3 of MoF's (DoE) OM No.21/5/2017-EI(B) dated.07.07.2017".

02 Further, as per Ministry of Finance, Deptt of Expenditure, GOl, New Delhi, implementation of the recommendations of the 7th CPC relating to grant of Transport  Allowance to central Government employees vide OM No.21/5/2017-E.I(B) dated. 07.07.2017, is effective from 1" July.2017 (Copy enclosed ).

03. However, it has been observed that numbers of DDO's are submitting TPT bills to PAO office tor payment claiming arrears from year 2011 onwards, which is in contravention of the above said order, which clearly mentioned that the order is effective w.e.f.1st July'2017.

Hence, it is requested to direct all the DDOs under your charge and payment control of Pay & Accounts (CISF), MHA New Delhi to forward the TPT claims wef 01.07.2017 onwards and if any, personnel has been paid before effective date that is 01.07.2017 (Transport Allowance (TPT) to the recruits during Basic Training), that  may be recovered from individual concerned under intimation to this office to avoid  any audit observation/excess payment.
